Epypsa la compañía que fue contratada por el gobierno para hacer la consulta (no decisiones o ejecuciones) para el Plano Regulador de la Zona Marítima Terrestre (200m de la paya) hizo una presentación en Santa Cruz el viernes 29 de abril para informar a los grupos asociados y líderes de la las comunidades en lo que fue hecho y logrado en los últimos 2 años. El cantón de Santa Cruz tiene la costa mas larga del Pacífico frente a la playa de toda Costa Rica. Importante fue para detectar y tomar en consideración a lo que esta establecido y que existe hasta hoy. El objetivo del gobierno central es que el foco principal de toda la zona de playa es el turismo. Parece que el gobierno local tiene una opinión ligeramente diferente. Para facilitar las zonas de playa del Cantón Santa Cruz, tuvo que ser dividido en ocho secciones, cada zona de playa es diferente de los otros con los planes de zonificación diferente porque de lo ya existente. Ocho mapas donde aparecen con varios colores en ciertas áreas. áreas de color verde claro son los parques y zonas verdes, zonas de color gris son los bienes inscritos y privadas, incluyendo los proyectos grandes de la Hacienda Pinilla y Reserva Conchal. Estas áreas están fuera de la ZMT y no afectadas por la consulta realizada por Epypsa. El nombre de la empresa de consultoría encargada es Inypsa, ellos está trabajando en estas áreas y el resto del país. En la ZMT, alrededor del 68% se planificarán ahora y el 32% se deja abierta para futuras decisiones, ya que no era posible decidir ya sea ahora o sigue sin estar claro qué hacer. En Tamarindo el actual Plano Regulador se ha respetado al 100% dice Enypsa. Es importante saber que el Cantón de Santa Cruz se extiende desde Playa Dante / Dantita, justo por encima de Sugar Beach en el norte y en el sur hasta Ostional, poco antes de Nosara / Giones. Desde un Plano Regulador de Playa Avellanas a Playa Junquillal ya estaba en las obras de las ICT, esta zona está excluida y no manipulado parte de Enypsa. La presentación también señaló que el Plano Regulador se estableció sobre la base de los hechos Ambiental y lo que era existente. Ahora el gobierno local tendrá que hacerse cargo y poner en práctica las cuestiones políticas y sociales y aprobar este Plano Regulador en la Zona de 200m (ZMT). Algunas de las reglas y regulaciones importantes sobre la base de la factores ambientales existentes son que el menor tamaño de lote es de 500m², ademas los tanques sépticos no se pueden permitir en la ZMT. La última regla se requiere una inversión publica significante.
La presentación fue impresionante y mostró un gran logro realizado por Epypsa. Al otro lado, después de presentacion habían preocupaciones en las que todo esto se hizo con muy poca información y la participación de las comunidades y su gente. También las recomendaciones establecidas hasta ahora no son perfectos y sin embargo todavía algunos errores especialmente con la zonificación recomendada. Tampoco hubo información más detallada disponible de Epypsa como mapas, folletos, página web. La única manera era tomar fotografías de los mapas existentes en la pared antes de que llevaron. También se presentaron recomendaciones por escrito durante los talleres anteriores entró sin ser capaz de hacer o recibir una copia de lo que se presentó para ser capaz de revisar, informar a los demás o hacer un seguimiento. Enypsa a que se refiere el Gobierno local y recomendó a conectarse y seguir trabajando con la Municipalidad de ahora en adelante.

Epypsa the company who was hired by the government to do the consulting (no decissions or executions) for the Plano Regulador at the Zona Maritima Terrestre (200m Zone) made a presentation in Santa Cruz on Friday April 29th to inform related groups and leaders from the communities on what was done and achieved in the past 2 years. The Canton of Santa Cruz has the largest pacific beachfront area of all of Costa Rica. Important was to detect and to take into consideration on what was established and is existing till today. The Central Governments goal is that the prime focus of all the beach area is tourism. It looks like the local government has a slightly different opinion. To make it easier the beach areas of the Canton Santa Cruz had to be divided in eight sections as every beach zone is different from the other with different zoning plans because of what is existing already. Eight maps where displayed with various colors in certain areas. Light green ares are parks and green zones, gray areas are inscribed and private properties including large areas like all of Hacienda Pinilla or Reserva Conchal. These areas are outside of the ZMT and not affected by the consulting done by Epypsa. The other consulting company name Inypsa is working on these areas and the rest of the country. With the of the ZMT, about 68% will be planned now and 32% will be left open for future decisions as it was either not possible to decide now or still unclear what to do. In Tamarindo the existing Plano Regulador was respected 100% according to Enypsa. Important to know is that the Canton Santa Cruz reaches from Playa Dante/Dantita, just above Sugar Beach in the north and all the way south to Ostional, short before Nosara/Giones. Since a Plano Regulador from Playa Avellanas to Playa Junquillal was already in the works by ICT, this area is excluded and handled separately by ICT not by Enypsa. The presentation also stated that the Plano Regulador is stablished based on the Ambiental facts and what was existing. Now the local government will have to take over and implement the political and social issues and approve this Plano Regulador in the 200m Zone (ZMT). Some of the important rules and regulations based on the existing ambiental facts are that the smallest lot size is 500m² (1/8 acre) and that no septic tanks can be permitted in the ZMT. The last rule will require a significant investment.
The presentation was impressive and showed a great accomplishment done by Epypsa. Netherless, after the presentations concerns where raised that all this was done with too little information and participation of the communities and their people. Also the so far established recommedations are not perfect yet and have still some errors especially with the recommended zoning based on what is existing. There was also no more detailed information avaliable form Epypsa like maps, brochure, website. The only way was taking pictures of the existing maps on the wall before they took them down. Also the submitted recommendations in writing during the previous workshops (tallers) went in without being able to make or get a copy on what was submitted to be able to review, inform others or do a follow up. Enypsa refered to the local Government and recommended to connect and continue working with the Municipality from now on.
