Great Support from the community was noticed by the people from the Ministerio de Salud who are currently working in Tamarindo. The will stay another week to make sure all areas are covered with inspections and fumigation.

Oficial de Transito arrestado – Traffic Police Officer arrested

La OIJ envió un equipo de operaciones especiales a Playa Tamarindo la noche del 03 de Mayo y trabajaron hasta la madrugada del 04 de Mayo 2010. El equipo de la Operación Especial vinieron por la detención de un policía de tránsito que fue acusado de aceptar sobornos de turistas y visitantes. La Fiscalía de Santa Cruz informó de que había estado investigando las denuncias de actos de corrupción contra este oficial, identificado sólo por su apellido, Contreras Calvo.
Entre las horas de 1:00 AM y 4:00 AM fue visto extorsionando $400.00 dólares en efectivo y amenazando a turistas con la detención y multas. Denuncias que se han presentado contra este oficial por anteriores víctimas y los resultados de la operación encubierta aseguraron su procesamiento.
El oficial se encuentra ahora en manos del Organismo de Investigación Judicial (OIJ) de Santa Cruz, donde enfrentará cargos criminales.

The OIJ dispatched a Special Operations team to Playa Tamarindo the evening of May 3rd . They worked into early morning May 4, 2010. The Special Operation team was tasked with an arrest sting operation in which a Transit Policeman was accused of taking bribes from and extortion of visiting tourists .The Fiscalía de Santa Cruz reported it had been investigating complaints of acts of corruption against the officer, identified only by his last name, Contreras Calvo.
Between the hours of 1:00 AM and 4:00 AM he was witnessed extorting $ 400.00 dollars in cash by threatening tourist with arrest/ticketing. Denuncias that had been filed against this officer by prior victims and the results of the sting operation itself ensure his prosecution.
The officer is now in the hands of the Organismo de Investigación Judicial (OIJ) agents in Santa Cruz, where he will be facing criminal charges.

Thanks to everybody who joined the meeting last Tuesday. It was a bit disappointing that beside Hotel Jardin del Eden and a representative from Hacienda Pinilla non of the other invited bigger sized Hotels attended the meeting.  They should have a big interest in supporting the police and establishing a good security in Tamarindo.

It was great to see Terry from Force One and Don and his team from Guanacaste Security at the same table. Thank you for this professional behavior as well as the other participating parties from the private security companies like Alexis from Rosty Rofo.

I have received a message from Alexander Farrier on the same day saying that he is supporting our efforts and we should let him know if we need anything else. The same police officers like Carlos Ramirez who attended our meeting made another presentation at the Asociacion de Desarollo Integral de Playa Tamarindo at 4pm at Cabinas Mariellos on the same day.

Era un poco decepcionante que solo el Hotel Jardin del Eden y un representante de la Hacienda Pinilla y no de los otros invitados de los Hoteles mas grandes asistieron a la reunión. Deben tener un gran interés en apoyar a la policía y el establecimiento de una buena seguridad en Tamarindo.

Fue un placer de ver a Terry de Force One y Don y su equipo de  Guanacaste Security ver en la misma mesa. Gracias por este comportamiento profesional, así como las demás partes que participan en las empresas privadas de seguridad como Alexis de Rosty Rofo.

He recibido un mensaje de Alexander Farrier en el mismo día diciendo que apoya nuestros esfuerzos y tenemos que hacerle saber si necesitamos algo más. Alexander fue designado por el Director Regional de Rafael Araya para dar seguimiento a los informes y comunicar con la gente que había enviado un informe.

Amigos con el mejor deseo quiero reportarles que aunque muchos de nosotros no pudimos participar en la reunión de la Asociación Integral de Tamarindo, muy buenos resultados se obtuvieron.
Para empezar lo mejor de todo es que la gente que atendió a la reunión verdaderamente mostró buen interés y cariño por el bienestar de Tamarindo, segundo para poder manejar este tipo de formato de gobierno local se necesita mucho conocimiento y asesoria legal, y para nuestra buena fortuna la nueva Presidenta de la asociación es la Licenciada Leyden Briceño, el vice-Presidente es Jogi Juergen Gerner, la tesorera es Doña Elineth Espinoza Brawn, el resto de la junta no la tengo muy clara pero están Doña Marielos/Cabinas Marielos y Yadeli de Nogui’s.
Pronto ellos se comunicaran directamente con la comunidad.
Es hora que estemos todos juntos trabajo para mejorar la calidad de nuestras vidas, asegurando un buen futuro para nuestros niños y protegiendo de manera ordenada los recursos naturales que nos rodean, lo mas lindo de todo es que es una nueva oportunidad para compartir en paz y en armonía.

Friends, With  best wishes I want to report that although many of us could not attend the meeting of the Association Integral of Tamarindo, good results were obtained.
To begin… the best part is that people who attended the meeting really showed great interest and affection for the welfare of Tamarindo, second to handle this type of format of local government it requires to have much legal knowledge, and to our good fortune the new President of the association is the Costa Rican Attorney Leyden Briceño, the Vice-President is Jogi Juergen Gerner, the treasurer is Mrs. Elineth Espinoza Brawn, and the rest of the board I have not yet very clear… but we have Doña Marielos de Cabinas Marielos and Yadeli of Nogui’s.
Soon they will on their own communicate directly with the community.
It is time that we all work together to improve the quality of our lives, ensuring a good future for our children and protecting our natural resources.
The most beautiful of all, it’s having a new opportunity to share with each other in peace and harmony.

This is a thief who got caught by the Tamarindo Police last Sunday afternoon when he tried to brake in into a house in Tamarindo.  After he was detected by the owner of the home he pushed the owner aside and could escape with 2 more guys in a silver Toyota Yaris without license plates. Passing the former canopy area they went towards Langosta and looking for the next home to get in. The owner of the home called the police and went after them by himself.  Finally and congratulation to our Tamarindo Police, they could catch the guy, a Columbian with a Costa Rican residency, and an existing crime record.

Se trata de un ladrón que quedó atrapado por la policía de Tamarindo el pasado domingo después de que intentó de entrar en una casa. Después de que fue detectado por el propietario de la casa, él empujó el propietario a un lado y pudo escapar con 2 chicos más en un Toyota Yaris color gris y sin placas. Pasando la zona de canopy se fueron hacia Langosta buscando otra casa para robar. El dueño de la casa llamó a la policía y se fue tras ellos para agararlo. Por fin y gracias a dios Policía de Tamarindo podrían contraer el tipo, un colombiano con residencia en Costa Rica y un historial de delincuencia existentes.

Based on the fact that not many people take the time to report an incident at the OIJ office in Sta Cruz, the government and the police official are missing important information, therefore the current statistic does not reflect the reality. Here is a form to report an incident online.

This online report is a copy of the existing printed form the police is currently using. The head of the police Rafael Araya Cordero agreed and will receive each report directly to his email. It is a pilot project to collect information about the reality within the District of  Tamarindo. Pictures and images can be attached to the report as well. Please report everything important, even burglary attempts and also if it happened a few months back.

Our Goal is to better the security situation and make the procedures easier by opening an OIJ office within the Tamarindo district. UN, Nosara and Samara Team Up on Community Development

Both international and national organizations (FOMUDE, MIDEPLAN, ifam, ONU HABITAT, and UNDP: United Nations Development Programme) have allocated funds to Nicoya Municipality for at least 11 community development projects and programs, throughout the entire Nicoya region over the next 5 to 10 years.

On October 22, the Nicoya Municipality, in partnership with La Fuerza Pública and PROJECT OF ORGANIZATION OF THE UNITED NATIONS FOR THE DEVELOPMENT, aka POUND, called the first of several Nosara and Samara communities meetings. The objective of these meetings was to bring all local community groups, non-profit organizations, churches, schools, businesses, and concerned residents together to inform how to apply for municipality funding by creating a community-based development plan.

Nicoya Municipality (and its funders) seeks to fund programs and projects that address community development issues such as: economic sustainability; social issues (migration, health, poverty, etc.); safety and security; education; public services (water, electricity, transportation, roads, etc.); urban and rural planning; infrastructure; and culture.

Nosara’s Wishes
At the last meeting, the Nosara community proposed the following projects and programs to government and international representatives:

• Improvement of educational center hours of operation and services
• Creation of a recycling center
• Purchase of land to build a community hall suitable for sport and cultural events, as well as a shelter in case of emergencies
• Strengthen community safety
• Invest in a peripheral bus for communities throughout the Nosara area
• Creation of a municipal employment pool for locals
• Extend the hours of Ebais, and assign two doctors for external consultation
• Reconstruction of the water system
• Improvements in public transport between Nosara and Nicoya
• Recreation centers for children and adolescents
• Cultural programs and events
• Creation of a chamber of tourism
• Creation of university campuses in the district
• Resources for small businesses
• New bridges near Las Delicias and San Ramon
• Enforce tax collection and better use of taxes on public infrastructure

Samara’s Wishes
The Samara community proposed the following programs and projects:

• Open Ebais on Saturdays and Sundays
• Construction of a new police station, by the Samara gas station
• Expansion of the water system in Samara and Cangrejal
• Construction of a clinic in the district
• Creation of a training center
• Creation of an immigration office
• Creation of a municipal information office
• Lifeguard stations and lifeguards on the beach

Imagine the Costa Rican government would come to each community and ask what needs to be done within the next five years. Based on the answers, a Plan would be established and published and used as a guideline. The Municipality will have to create a budget and use it for projects to accomplish the goals. Quarterly and yearly reports will have to be published to inform about the status.

It is not just a dream, it is happening for real.
Believe it or not, within the last 3 months there had been several meetings, presentations and workshops under the name Plan de Desarrollo Humano Local, unfortunately Tamarindo did not participate as some other communities and the Plan states clearly that it will be very difficult to submit a project or realize any necessary idea, if it is not included in the Plan of this 5 year period. 2010-2015

Last Friday was the final presentation of the work within the communities to the public at the park Bernabella in Santa Cruz (between Muni and Church). Within the presentation several people from different communities stud up and complaint that some important projects are not included, forgotten or some communities with similar needs are not represented in the Plan. The Moderator had to stop the public from submitting more comments, because of not enough time left within this event. He suggested to talk about all the open issues in another meeting on Saturday in Sta Cruz.

Next week on Thursday Dec. 10th 2009 will be an extraordinary meeting at 2pm with the Regidores at the Municipalidad to present and approve the Plan. At this time we assume it will be presented as incomplete in order to fulfill the promises to listen and eventually implement the missing suggestions.

Imagínese, el Gobierno podría llegar a cada comunidad y preguntar lo que hay que hacer en los próximos cinco años. Basado en las respuestas, un plan sería creado, publicado y utilizado como guía. La municipalidad tendrá que crear un presupuesto y utilizarlo para proyectos para alcanzar las metas. Informes trimestrales y anuales tendrán que ser publicados para informar sobre el estado.

No es sólo un sueño, está sucediendo de verdad. Créalo o no, en los últimos 3 meses, ha habido varias reuniones, presentaciones y talleres bajo el nombre de Plan de Desarrollo Humano Local, lamentablemente Tamarindo no participó como algunas otras comunidades y el plan establece claramente que será muy difícil presentar un proyecto o realizar cualquier idea necesaria, si no está incluido en el plan de este período de 5 años. 2010-2015

El pasado viernes fue la presentación final de los trabajos que se hicieron dentro de las comunidades al público en el Parque Bernabella en Santa Cruz (entre la Iglesia y Muni). En la presentación varias personas de diferentes comunidades se pusieron de pie y denunciaron que algunos proyectos importantes no están incluidos, se han olvidado o algunas comunidades con necesidades similares no están representadas en el plan. El moderador tuvo que parar al público de presentar más comentarios, debido a que no había suficiente tiempo dentro de este evento. Sugirió que para hablar sobre todas las cuestiones abiertas en otra reunión el sábado en Santa Cruz.

La semana que viene el jueves 10 de diciembre del 2009 habrá una reunión extraordinaria con los Regidores en la Municipalidad para presentar y aprobar el Plan. En este momento asumimos que se presentará como incompleta a fin de cumplir con las promesas de escuchar y finalmente implementar las sugerencias que faltan.

U.S. Embassy Supports Community of Quepos in Combating Crime

One of the U.S. Embassy’s top goals in Costa Rican is to assist police protect their communities from crime. The latest effort in this campaign was an Embassy donation of vital crime-fighting equipment to the Quepos Municipal Police to better equip them against increasing sophisticated criminal activity. The equipment, which is valued at $14,000, includes portable GPS devices, night vision binoculars, backpacks, tactical belts, flex cuffs, thermal shirts, gloves, boots, flashlights, magazine pouches, cargo pants, tactical vests and compasses. Political Officer Rob Andrew congratulated the Mayor of Quepos, Oscar Monge and other community leaders for their civic leadership and the successes they have had in working together to combat crime on the streets of Quepos and protect tourists and the locals of this thriving beachside community.

Uno de los principales objetivos de la Embajada de Estados Unidos en Costa Rica es ayudar a la policía a proteger las comunidades del crimen. El más reciente esfuerzo en esta campaña fue la donación de equipo vital para luchar contra el crimen que la sede diplomática le hizo a la Policía Municipal de Quepos, para equiparlos mejor contra la cada vez más sofisticada actividad criminal.

El equipo, valorado en $14 mil, incluye dispositivos portátiles de posicionamiento global, binoculares para visión nocturna, mochilas, cinturones para portar equipo policial, esposas flexibles, camisetas térmicas, guantes, botas, focos, estuches para armas, pantalones tipo cargo, chalecos tácticos y brújulas.

El representante de la Sección Política de la Embajada de Estados unidos, Robert Andrew, felicitó al Alcalde de Quepos, Oscar Monge, y a otros líderes comunales por su liderazgo y los éxitos que han tenido al trabajar juntos para combatir el crimen en las calles de Quepos y proteger a los turistas y habitantes de esta próspera comunidad costera.
